Complaints and returns in New Zealand Post
Cover for loss or damage policy stipulates that upon investigating an enquiry and requesting a completed claim form for loss of, or damage to, a postal or courier item, all relevant information must be provided to enable investigation within 6 months after the claim form is sent. Compensation depends on specific terms, the incurred loss, and any contributing role played by the sender. Accuracy in item description and value for customs, consignment, and/or postage purposes is critical for determining compensation eligibility.
Applicable legislation includes the Consumer Guarantees Act 1993 and the Fair Trading Act 1986, which apply alongside the Public Contract and this Postal Users’ Guide and are subject to the terms of the Postal Services Act 1998. Businesses, as defined in the Consumer Guarantees Act 1993, agree that, to the maximum extent permitted by law, the provisions of that Act do not apply to postal or courier services acquired for business purposes.
Delay in delivery offers no compensation, as delivery times are targets only, but items significantly delayed beyond a reasonable period with no information on their whereabouts may be deemed lost and a claim may be lodged.
If items are lost or damaged in transit, repair, replacement, or a compensation payment may be made, whichever is lesser, and includes a refund of postage paid. Factors considered include:
- The service used for shipment
- If a Prohibited or Restricted item was sent without observing specified conditions of carriage
- Whether the loss or damage resulted from an event beyond the provider's reasonable control
- Seizure or confiscation by authorities
- Timing of the loss or damage occurrence
- Value disclosure on the customs declaration form or consignment note when sending internationally
- If the item was new or second-hand
- Whether the sender is a consumer or a business
- Sender actions contributing to loss or damage
- Type of loss or damage incurred
- Ability to prove sending of the item and its loss or damage
Exceptions to cover availability include scenarios such as sending Prohibited items without adhering to conditions of carriage, indirect or consequential losses for businesses, or inability to prove the sending and loss or damage of an item.
Cover limits are specific for sending within New Zealand and internationally and are dictated by the aforementioned dependencies. The limits provided do not guarantee automatic access to the cover for the service purchased.
Lodging an enquiry or making a claim involves performing initial checks such as verifying delivery targets, tracking status, correctly addressing the item, and ensuring that a missed delivery card was not left at the address. The sender must lodge the enquiry or claim, providing accurate information, including details of posting, tracking number, consignment note, invoices, recipient details, and evidence of loss or damage. Claims should be lodged within specific timeframes from the date of posting. The timeframe varies by service used, with 21 days stipulated for domestic postal or courier service, 30 days for international courier service, and 90 days for international postal service.
Processing times for enquiries and claims can vary, with domestic matters generally taking one to two weeks, and international investigations potentially longer. Resolution may not be immediate.
Claim payments are generally made to the sender, who may waive this right in favor of the addressee. Payments are executed via internet banking and follow a specific payment cycle. Full compensation for a damaged item allows the provider to dispose of it, while lost items that later turn up become the property of the provider unless full compensation is refunded.
New Zealand Post - available payment methods
At New Zealand Post, customers have multiple payment methods to settle their invoices:
- Pay by Credit Card:
Payment of invoices online with a credit card is available. It is important to have the customer account number and invoice number ready when making a payment.
- Pay by Direct Debit:
To opt for Direct Debit, completion of a Direct Debit Authority Form is required. After submission, the due amount is automatically withdrawn from the customer's bank account on the 20th of each month, or the next business day if the 20th is not a business day.
- Pay by Direct Credit/Automatic Payment/Internet banking (Bill Pay):
Payments can be made directly into New Zealand Post's bank account. The specific bank account details are provided, including the bank name (BNZ), branch (Wellington), and account number. When making a payment, the customer's 8-digit account number should be used in the particulars field, followed by invoice details as the code, and the company name for the reference. An essential step is to email payment/remittance advice to a designated email address for a clear breakdown of payment details.
The Direct Credit/Automatic Payment/Internet banking option encompasses three distinct New Zealand Post entities for payments, which include:
- NZ Post Ltd - For on-account invoices and/or statements.
- NZ Post Ltd (POBOX/PRIVATE BAG) - Specifically for PO Box/Private Bag renewals.
- NZ Post (Philatelic Bureau) - For deposits into a NZ Post Philatelic account.
All invoices are due on the 20th of the month following invoice generation. It's crucial for customers to reference their customer account number and invoice numbers, as they appear in the upper right-hand corner of each invoice, when making payments.
